Does Apple IPad 4 Tablet have Skype?

Please help! I'm looking to buy a really good tablet (electronics) I would like it to have Skype. And also please tell me is it better to have windows 8, also is it better to have a port for flash drives. Also what is the best time to buy this product! Please Help! Thank You very much!

You can download and install the SKYPE app onto your iPad 4. It is quite easy. Personally, I would not get a Surface (Windows 8). With iPad, you get lots of free apps. Although the new iPad 5 is amazing, iPad 4 is good enough. Don't know about prices. Now iPad 5 is out, you may be able to get iPad 4 at lower price. Check around.
